Ulusnye Golovy

 

officials who had charge over nomadic peoples, in accordance with the Statute on Governing Native Peoples (inorodtsy) of 1822. The ulusnye golovy headed the offices of Native Peoples and carried out police and financial-management functions. They were elected by the population for a three-year period from among the members of the tribal and the feudal nobility, as well as from among the kulaks. They were responsible to the okrug (district) head. In 1901 the ulusnyegolovy were replaced by volostnye starshiny (officials in charge of small rural districts).
