Artashes Bagratovich Khalatov

(also Artemii B. Khalatov). Born Apr. 15 (27), 1894, in Baku; died Oct. 27, 1938. Soviet political and party figure. Member of the Communist Party from July 1917.

Khalatov was the son of an office worker. In 1912 he became a student at the Moscow Commercial Institute. After the February Revolution of 1917 he was made deputy chairman of the Moscow city committee for foodstuffs. During the October days of 1917 he was on the staff of the Zamoskvorech’e military revolutionary committee.

In November 1917, Khalatov became deputy extraordinary commissar and Moscow commissar for foodstuffs and transportation, and from 1918 to 1922 he served as a member of the collegium of the People’s Commissariat for Foodstuffs. From 1921 to 1931 he was chairman of the commission established under the Council of People’s Commissars of the USSR to improve the life of scientists. Khalatov served on the collegium of the People’s Commissariat of Railroad Transportation from 1922 to 1927. From 1923 to 1929 he was chairman of Narpit, a society for the creation of a network of public food services. From 1927 to 1932, Khalatov was a member of the collegium of the People’s Commissariat for Education and chairman of the administrative board of Gosizdat (the State Publishing House of the RSFSR). He was rector of the G. V. Plekhanov Institute of the National Economy from 1927 to 1929. In 1932 he became a member of the collegium of the People’s Commissariat of Railroad Transportation and chairman of the All-Union Society of Inventors.

Khalatov was a delegate to the Fourteenth through Sixteenth Congresses of the ACP(B) and a member of the All-Russian Central Executive Committee and the Central Executive Committee of the USSR.
