Admiralty College

the supreme body for the management of the naval department in Russia established by Peter I on Dec. 12, 1718.

The functions of the Admiralty College were changeable: it directed such things as the construction of primarily military vessels, their arming, the construction of ports, harbors, and canals, and the training of naval officers. The first president of the Admiralty College was F. M. Apraksin. In 1720 the Admiralty College published a collection of naval military regulations: A Book—Naval Statute on Everything Concerning the Proper Direction of the Fleet at Sea; its main author was Peter I. In 1802 the Admiralty College was incorporated by the Naval Ministry. The Admiralty Department, with the functions of the Main Office of the Ministry, existed from 1805 to 1827. In 1827 the Admiralty College was made into the Admiralty Council, which existed until 1917.
