Land Allotment

 

in the USSR, all transactions intended to establish the boundaries and authorized use of local parcels of land. Such a transaction can introduce a new land use or transfer a parcel to a new user. Land allotment for every category of use is carried out only by the state as sole owner of the land, through its authorized agencies and on the basis of decrees by the council of ministers of Union or autonomous republics or by decision of the executive committee of the appropriate local soviet of working people’s deputies. Allotments are affirmed in special documents, as for example, when kolkhozes are given documents entitling them to perpetual use of the land. The boundaries of all allotted parcels are marked by boundary markers of an established design.
