the supreme body of power in the HPR. Elected for a four-year term by citizens 18 years of age and older on the basis of universal, equal, and direct elections, with secret ballot, and according to the norm of one deputy for every 30,000 people. The National Assembly adopts laws (including the approval of the national economic plan and the state budget), chooses the Presidium of the HPR, forms the government, determines the structure and tasks of administrative bodies, elects the supreme court and supreme procurator, decides matters of war and peace, and monitors the work of the central state bodies formed by it. The sessions of the National Assembly are convoked by the Presidium of the HPR not less than twice a year (actually, three or four sessions take place a year). A chairman and two deputy chairmen of the National Assembly are elected from among the deputies; the assembly forms permanent commissions to lead the sessions for certain branches of its activity.
