Lubecki Franciszek Ksawery
(also F. K. DruckiLubecki). Born Dec. 17, 1779; died May 11 (23), 1846, in St. Petersburg. Prince, Polish statesman.
The son of a magnate, Lubecki was born in Byelorussia. Between 1821 and 1830 he served as minister of finance of the kingdom of Poland. His protectionist policy stimulated the development of Polish industry, trade, and road construction, and in 1828 he founded the Polish Bank. After the outbreak of the Polish Uprising of 1830-31, Lubecki accepted the proposal of the dictator J. Chlopicki to begin negotiations with Nicholas I. He went to St. Petersburg with a delegation and remained there for the rest of his life. He was appointed a member of the Imperial Council in 1832.
