A popular term for the deliberate shifting of the costs for medical care of financially disadvantaged patients to the public sector (Medicaid).
In the US, Medicaid assumes the majority of healthcare costs for the financially disenfranchised, who pay a small fraction of the actual cost of the services provided. For example, many AIDS patients are below poverty levels, and there is an increased tendency to shift the costs of providing care for these patients and indigents from private insurance companies to the agency (i.e., Medicaid) that pays the least for its services.
