Keppel, Frank Keppel, (Francis) Frank(1916–90) educator; born in New York City. At Harvard's Graduate School of Education (dean 1948–62), Keppel developed an M.A. program in teaching and fostered classroom innovations like team teaching, programmed learning, and television. As U.S. Commissioner of Education (1962–66) he enforced the Civil Rights Act (1964) and oversaw passage of the Elementary and Secondary Education Act (1965). |
