the ruler of the city-state of Lagash in Sumeria in the 22nd century B.C. The power of Lagash grew under Gudea; the number of fully enfranchised citizens, judging from preserved inscriptions, reached 216,000 (compared with 36,000 under Urukagina, 24th century B.C.). Gudea decorated the city with many temples. Sumerjan literature and art reached their height during his reign.
