Bush. He was known as a Republican who believed in using military force. Some people have criticized Rumsfeld because they did not think that the US should have attacked Iraq in 2003 without the support of the UN. He resigned in 2006 after criminal charges had been brought against him in several countries for responsibility for torture, and six retired US generals had demanded his resignation for mismanaging the war in Iraq.
