In plural in wishers and woulders: people given to saying ‘I wish…’ and ‘I would…’; people who indulge in idle wishes and expressions of intention rather than making active efforts. Also occasionally in singular.The fuller proverb (in which the word originally rhymed with householders) is frequently quoted down to the 18th cent.
