A pass issued by a Poor Law union (union n.2 15a) to a destitute person in search of work so as to distinguish him or her from a vagrant or beggar. Also known as a waybill (see waybill n. 3).The passes were part of an attempt by Poor Law unions to reduce vagrancy and begging. They were issued to inmates of a casual ward in a workhouse who were able to demonstrate the willingness and intention to find work. Ticket-holders were allowed to leave the casual ward in the morning (without being required to stay and labour within the workhouse) provided they travelled to a destination and followed a route detailed on the pass; the pass also typically granted the holder access to a further casual ward at the destination, and entitled him or her to a meal of bread and cheese at some point on the route. At the same time, local ratepayers were instructed to give food only to ticket-holders and not to others who begged. This way-ticket system was first adopted in Gloucestershire in 1866.
