Etymology: Latin, = ‘or not’. Originally only in the Law Latin phrase devisavit vel non, used to query the validity of a will.
Law (chiefly U.S.).
Or not; or the lack thereof; frequently appended to the name of a condition or state regarding which there is uncertainty, or to indicate that the preceding noun should be taken as including its opposite as an alternative. (Often regarded as superfluous.)
