Etymology: Previous versions of the OED give the stress as: ˈtariff-reˈform.
gen. The reform of a tariff, or of existing tariff conditions; spec. (Historical) in U.S. politics, ‘a reform favouring a general reduction of import duties, and in general a movement away from Protection’ ( Cent. Dict. 1891); in early 20th-century British politics (usually with capitals, Tariff Reform), the extension of the tariff on imports, as opposed to ‘Free Trade’. Also attributive, as Tariff Reform League, Tariff Reform movement, Tariff Reform party, Tariff Reform policy, etc.
