Used as a slogan or maxim emphasizing the need for vigilance in order to avoid accidents or mishaps.A concerted ‘Safety First’ campaign was initiated by the American railway industry (see quot. 1911), and adopted in various British campaigns in factories, schools, etc. The slogan reappeared on Conservative election posters in the British elections of 1922 and 1929 (in the latter campaign contrasting Stanley Baldwin with the supposed recklessness of the Liberal Party's Lloyd George; cf. quot. 1929).
