Derivatives.In later use (with reference to the Arable Land Replotment Law of 1899) apparently after Japanese kukaku-seiri (1928 or earlier; short for tochi-kukaku-seiri (1909 in the name of the revised law: compare quot. 2002) < tochi land + kukaku division, plot (of land) + seiri rearrangement, readjustment) and perhaps also kōchi-seiri (1899 in the original name of the law; kōchi arable land + seiri), all elements < Middle Chinese.
