Etymology: < classical Latin pullulant-, pullulāns, present participle of pullulāre pullulate v. Compare Middle French, French pullulant swarming, teeming, rapidly growing or propagating (end of the 15th cent. as pulullant).
Now rare.
That is beginning to sprout or flourish; budding. Usually figurative.
