A soft pad or wad of material for applying powder to the skin, etc. Formerly also: an instrument like a small bellows, for blowing powder over the hair (now historical).Powder puffs were originally made from down or similar fluffy material, and used to sprinkle or dust powder over the face or hair. The term is now also used of disc-shaped pads used to apply powder directly to the skin.
