Etymology: < non- prefix + proliferation n., perhaps after French non-prolifération (1942 or earlier).
The prevention of an increase in something, esp. in the possession of nuclear weapons. Frequently attributive, esp. in Non-Proliferation Treaty: an international agreement signed in 1968 with the aim of reducing the spread of nuclear weapons.
