Etymology: formed as insulate v. + -ing suffix2.Previous versions of the OED give the stress as: ˈinsulating.
That insulates; spec. that does not conduct electricity or heat; that protects wires, or an electrified body, from conducting bodies. Also used with reference to sound. insulating stool, one with glass legs, or other non-conducting supports to insulate a body placed on it.
