A notation made by a grand jury on an indictment presented to it, when it finds insufficient evidence for prosecution before a trial jury; (hence) a rejection of an indictment on these grounds. Also as int., used to express rejection of the indictment. Cf. to find a true bill at bill n.3 4a.The procedure of rejecting a bill with the notation ‘ignoramus’ is still used in the Liberian legal system. In the United States, which is the only other jurisdiction where grand juries are still used, ‘ignoramus’ has been superseded by ‘not a true bill’, ‘not found’, or ‘no bill’.
