Etymology: < Dutch hoogmogend (adjective) high and mighty (1612; also as phrasal construction hoog mogend (1617); compare Middle Dutch hoochmogende , also hooch ende mogende ), also in specific use designating the States General of the Netherlands (1647) and in corresponding use as noun (1676; 1653 in the derivative hoogmogendheid , used (in plural) denoting the States General) < hoog high adj. + mogend mighty (Middle Dutch mogent ; < mogen to be able to: see may v.1).The second syllable of the English form may reflect the Dutch plural inflected form hoogen mogenden, or may show a rhyming alteration. In the 17th cent. hogen and mogen is also found as adjective.
