Etymology: < high adj. + commissioner n.
The most senior person commissioned by the Crown or by a government or international organization to perform a specified role, esp. the highest-ranking diplomat among those commissioned to represent a state abroad; (formerly also) a governor appointed to oversee a colonial territory or dependency (now historical). Now: spec. the head of a diplomatic mission from one Commonwealth country to another. Cf. High Commission n. 2.Outside the Commonwealth, the equivalent and more usual term is now ambassador.
