c. U.S. Politics. Designating a process whereby an international trade agreement submitted by the President to Congress can only be voted up or down and is not subject to extensive debate or amendments; of or relating to this process. Frequently in fast track authority: the authority of the President to negotiate agreements in this way (also known as trade promotion authority or TPA).Fast track authority was first granted by the Trade Act of 1974; it has expired and been renewed several times since.
