British Politics a mandate given by an electorate authorizing a government to take whatever measures are necessary to deal with some extreme or critical situation.Originally with reference to appeals for a government of national unity in the General Election of 1931. [With allusion to the idea that a government must respond urgently and autonomously in a crisis, as a doctor does in a medical emergency.]
