Etymology: < discharge v. + -able suffix, originally after Anglo-Norman deschargeable (a1377 or earlier in legal contexts).
That may be discharged (in various senses of the verb); spec. (of a debt) that may be cancelled or written off as part of bankruptcy proceedings (cf. discharge v. 3a).
