Etymology: < the name of either of two Scottish towns, Cupar in Fife or Coupar (now Coupar Angus ) in Perthshire (formerly Angus), in which such justice was traditionally said to have been meted out + justice n. Compare Jeddart justice n.The exact circumstances of the origin of the phrase are unclear. For two conflicting accounts, see J. Jamieson Etymol. Dict. Sc. Lang. (Suppl., 1825) at Cupar, and Scottish Notes & Queries (1928) June 128/1.
