To date, 17 states have opted out of the federal requirement, instituting their own individual requirements instead.

This includes some states that voluntarily lowered their limits in advance of the federal requirement.

But clinical research requires specific training--not just how to test hypotheses, but how to deal with the complicated jumble of federal requirements for human research.
