Until 2005, only commissioned officers had an anchor on their insignia, but enlisted personnel are now receiving them as well.

Officer candidates are, therefore, not considered of the same status as enlisted personnel.

Former enlisted personnel who attain officer status are permitted to continue wear of the insignia.
