The wards used from 1995 to 1999 were subdivisions of eight council management areas, with councillors elected from each area forming an area committee.

Ward boundaries changed again in2007, and the council management areas were replaced with three new corporate management areas.

Councils are provided support in the areas of programming, council management, leadership development, membership recruitment, policy interpretation, scholastic achievement, and public relations.
